The Vice-Presidency of the Government presented the draft of the Plan to the residents of the municipality with the aim of collecting requests that will help to establish the framework that will comply with the Law on Climate Change and Energy Transition.
The Director-General for Energy and Climate Change, Pep Malagrava, launched the process of participation in the Energy Transition and Climate Change Plan for the citizens of the Balearic Islands this Monday in the municipality of Artà (Mallorca).

Malagrava kicked off a route that has been promoted by the Vice-Presidency and Regional Ministry of Energy Transition, Productive Sectors and Democratic Memory in several municipalities of the Balearic Islands to present the draft of the Energy Transition and Climate Change Plan so that citizens can participate in its preparation with first-hand contributions.
“We understand that a Plan of this nature requires that all citizens are involved and participate in its drafting. From the Govern, we want to reach minimum thresholds that allow us to decarbonise the Islands, reduce emissions, stop depending on foreign energy and, consequently, have better health for our citizens, since we will breathe better air and, in addition, we will contribute to lowering the electricity bill and energy consumption. It is about the planet, it is about our islands. We want every town, every neighbourhood and every resident to contribute, as they are the ones who will ultimately see the benefits of the implementation of this plan,” explained the director-general to the attendees.
The Artà meeting will be repeated on Tuesday the 28th in the municipalities of Palma (Mallorca) and Sant Josep de Sa Talaia (Eivissa); on Wednesday the 19th, in Sant Francesc Xavier (Formentera), and on Thursday the 30th, in Alaior (Menorca). All the events are scheduled to begin at 7 pm. The Palma meeting will be held in the Espai22 of PalmaActiva; the Sant Josep de Sa Talaia meeting will be held in the plenary hall of the Town Hall; the Sant Francesc Xavier meeting will be held in the plenary hall of the Day Centre, and the Alaior meeting will be held in the municipality’s Centre Bit. The objective of the route
With these meetings with citizens, the participation process that the Government has initiated in recent weeks with the different groups involved in the energy transition and the fight against and adaptation to climate change continues. To date, the Government has held meetings with the Balearic Islands Committee of Experts, representatives of the business sector, the agricultural sector, the electricity sector, the nautical and fishing sector and the research sector. Likewise, both Vice-President Yllanes and the Director-General for Energy and Climate Change plan to meet in the coming weeks with environmental organisations and the political parties of the Balearic Islands.
The aim of these meetings is to be able to draw up a roadmap for the Balearic Islands in terms of the comprehensive development of the Law, given that this plan must establish a transversal framework for the orientation and planning of objectives, policies and actions to comply with the Law on Climate Change and Energy Transition, as well as to accelerate the 40% reduction in pollutant emissions in the Balearic Islands by 2030.
The Energy Transition and Climate Change Plan
The Energy Transition and Climate Change Plan aim to ensure that by 2023 the Balearic Islands have the foundations for a sustainable, decarbonised economic model that is resilient to climate change, which will allow for socially just, intelligent and democratic growth. Thus, this plan aims to shape the planning of the Balearic Islands’ energy transition and climate change policy, so that the commitments arising from the Law on Climate Change and Energy Transition of the Balearic Islands can be fulfilled.
The draft of the Energy Transition and Climate Change Plan was presented to the Balearic Islands Climate Council on 12 May and must include the necessary measures to reduce greenhouse gases compared to 1990 and move towards greater energy self-sufficiency by reducing primary energy consumption compared to 2005, as well as increasing the power of renewable energies in the Balearic Islands and ensuring the adaptation of the Balearic Islands’ territory and economic sectors to the impacts of climate change.
According to this plan, the first objective is to reduce emissions by 40 % by 2030 in order to reach climate neutrality by 2050. The reduction in primary consumption is also to be reduced by 26 % by 2030 and by up to 40 % by 2050. Furthermore, the Plan foresees five-yearly quotas of renewable energy penetration, by technology, in order to progressively achieve the following targets, defined as a proportion of the final energy consumed in the Balearic Islands: 35% by 2030 and 100% by 2050. These targets need to be adjusted to the particularities of each island.
