These are the Spanish Forestry Strategy Horizon 2050, the Spanish Forestry Plan and the common basic guidelines for sustainable forest management, initiatives aimed at comprehensively updating Spanish forestry planning.
The Spanish Forestry Strategy Horizon 2050 is the reference document in Spanish forestry policy. The first Forestry Strategy was approved in 1999, prior to the approval in 2002 of the Spanish Forestry Plan, as well as the 2003 Forestry Law. Since then, important scientific and technical advances have taken place, as well as a clear change in the political, social and environmental context, making it necessary to revise and update this strategy.
It is necessary to adapt the regulatory framework for forest management in Spain, given that the General Instructions for the Management of Wooded Mountains, according to the Order of 29 December 1970 of the then Ministry of Agriculture, are still in force for those Autonomous Communities that have not approved their own instructions.
The Spanish Forestry Plan is a long-term planning instrument for Spanish forestry policy, which develops the Forestry Strategy and requires it to be updated at the same time as the Forestry Plan itself.
The Common Basic Guidelines for Sustainable Forest Management focus on adapting sustainability criteria to Spanish forests, especially those included in the Natura 2000 Network. Likewise, it provides minimum content to the instructions for the management and use of forests, in order to guarantee their sustainable management.
Comprehensive revision of forest planning
The revision of this national strategic planning package has taken into account the strategic orientations given by the European Commission, in particular the EU Forest Strategy 2030 and the EU Biodiversity Strategy 2030, and has involved the competent forestry authorities of the Autonomous Communities, within the framework of the Spanish Forestry Committee, and has been submitted for consideration by written procedure by both the National Forestry Council and the State Council for Natural Heritage and Biodiversity.
This review of Spanish strategic forest planning is included in the package of reforms associated with the Recovery, Transformation and Resilience Plan, and is expected to serve as a lever for the promotion of forests and the forestry sector as essential players in the bioeconomy, biodiversity conservation and social and territorial cohesion.
Each of these documents will be subject to public information until 4 November 2022, following the procedure established for plans, programmes and provisions of a general nature related to the environment in articles 16 and 17 of Law 27/2006, of 18 July, which regulates the rights of access to information, public participation and access to justice in environmental matters.
