Map: How to find out the reference prices for renting a property?

To guarantee transparency in the rental market, the State System of Reference for the Price of Rental Housing offers indicative price ranges for a given area. These data are constructed from tax and cadastral sources.

The reference prices for renting a property?

Through this page you can access five different maps depending on the territorial level you are looking at: census section, district, municipality, province and autonomous community.

To comply with the provisions of the Law on the Right to Housing, within the framework of the State reference system for housing rental prices, a web application has been developed that provides a range of reference values for the rental of a dwelling, according to its location and characteristics.

This interactive map gathers all the data of the State System of Reference of the Rental Price of Housing. This interactive tool aims to provide more transparency to put an end to speculation in the rental market.

How to consult the rental price map?


It is very simple. As you can see, you can browse the map and check the price per square metre in each area you move around with the pointer. In addition, here you see, at the top left, you can select the income you have to see which areas are accessible based on them.

How to make a query on the rental price map?

You can also search for specific data of the city, neighbourhood or street you are interested in.

 Simple, visual and transparent. Thus, for the first time in Spain, the Government is providing citizens with a tool to put an end to speculation in the rental market.

I have a rented flat in a stressed area: will my rent be lowered immediately?
No. The index is not retroactive. If your landlord is a small owner, the contract must be renewed or a new one must be made, where the reference will be the price of the previous contract.

Even if the flat is located in a stressed area, small landlords, who already have the flat rented, will not be subject to the index. It can only be adjusted upwards by updating the CPI or by 10% if they are in a stressed area and have made substantial improvements to the property.

What if it is a large fork?
In this case you have to wait until you have to renew your contract and adjust the new one to the price range set by the reference price index.

I don’t live in Catalonia, but my five-year contract is coming to an end and I have to renew it. How much can the landlord raise?
The agreement between the parties must always prevail, but if your Autonomous Community has not been declared a stressed area, the landlord is not obliged to stick to the reference price index.

However, for the first time, as a tenant you have a public tool that serves as a reference to negotiate and reach an agreement so that you do not have to pay 100, 500 or 1,000 euros more.

What happens if I rent a flat that was not previously on the market in a stressed area?
If it has not been on the market for more than five years, your contract will have to be subject to the ranges offered by the reference price index and cannot exceed it.

What if it decides not to comply with the index?
You have to go to the consumer services of your Autonomous Community or go directly to court.

What if the flat is rented by a large tenant?
In this case, your contract has to be indexed to the reference price index.

How do I know it is a large tenant?
You should go to the land registry and ask for a certificate.

How can I find out if the flat is in the index?
The Ministry of Housing offers you a web page that gives you the data. However, you will have to know some information about the property you want to rent, such as: if it has a lift, terrace, air conditioning, caretaker, if it has been refurbished, etc.

As a landlord, can I benefit if I rent out my flat?
Yes, the Housing Law creates a favourable tax environment for small landlords who put their property on the rental market in a stressed area.

A percentage of 90% in IRPF is established for those who sign a new contract with a reduction of at least 5% concerning the previous contract.
70% in personal income tax when:
It is a first time rental of housing in stressed areas to young people between 18 and 35 years old.
It is an affordable housing incentivised or protected.
60% in IRPF when there has been a renovation or improvement of the property in the previous two years.
What can I do if I find out that I live in a stressed area and I pay more than the indicated amount? You have to wait to renew your contract so that your landlord can start applying the reference price index. Remember, if your landlord is small your contract will be the same as the last one you signed.
If I am now paying much less than the price ranges, can my landlord raise the rent to the margin marked in the index?
Yes, but the agreement between the parties must always take precedence.

What are the objectives of publishing this information on rental housing?
The objective is to bring transparency to the rental housing market, which has been characterised by a lack of official information. In this way, using the information sources available in 2022, annual data based on nearly 2 million housing leases is provided, detailing the rental situation. This allows an approximation at different territorial levels: census section, district, municipality, province and autonomous community. A detailed description of the data provided can be accessed through the “Methodology” document.

Are data offered for the whole of Spain?
As detailed in the “Methodology” document, as this is an exploitation of tax sources and, in particular, of Personal Income Tax, complemented with cadastral data, data is offered for the common tax territory. Therefore, except the Autonomous Community of the Basque Country and the Autonomous Community of Navarre, for which no information is currently available.

Why are there some information “gaps” in some census tracts, districts or municipalities?
This is because, in these areas, there is not a sufficiently representative sample to provide information on renting, so the higher territorial levels should be used as a reference. In any case, rental data are available for all provinces, communities and autonomous cities of the common tax territory. And, at the municipal level, the data offered cover a geographical space in which 93% of the Spanish population resides: a total of 2,960 municipalities, 4,668 districts and 26,294 census sections.

What is the reference date of the information?
The geographic viewers offer information for the year 2022, which is the most recent information available for the tax sources analysed. However, it is also possible to download information for 2015, 2016, 2017, 2018, 2019, 2020 and 2021.

Why are there differences between the newly published data and those provided by other rental information sources?
This is because the various existing public and private sources of information provide rental market data built on other indicators: these may be published supply data, deposit data, etc. In this case, the information provided is tax-based and provides a reliable overview, based on a significant sample and with a high level of geographical detail.

Where does the information on surface area and other variables considered in the data collection come from?
The information on areas, building types and other attributes considered in the statistics is detailed in the “Methodology” document. The source of this information is the database of the Real Estate Cadastre, an administrative register under the Ministry of Finance, which describes rustic, urban and special characteristics real estate.

How often are the data contained in the State System of Reference for Housing Rental Prices updated?
The data in the system are updated annually based on available tax information. In this sense, it should be noted that there is a gap of two years between the present time and the year to which the data refer. This is because the information shown is based on the final data from the last personal income tax campaign, whose tax returns were filed the previous year and therefore refer to the tax year two years ago.
