The Government of the Consell Insular has a very positive assessment of the Decree-Law

The Government of the Consell Insular de Menorca is very positive about the Decree-Law on urgent measures for administrative simplification and rationalisation of the public administrations of the Balearic Islands because it has an impact on one of the areas on which the Consell Insular is working: to simplify procedures and eliminate bureaucracy to make citizens’ dealings with the administrations more effective, agile and efficient.

‘The decree responds to proposals made by the Council in the Administrative Simplification Commission. It is positive, for example, about the management of the Menorca Biosphere Reserve Agency. It contributes to its efficiency, as the changes proposed by the government will help to reduce bureaucracy and eliminate redundant procedures, avoiding duplication. At the same time, the preservation and protection of the environment and ecosystems is maintained to the maximum,’ argues Simón Gornés, Menorca’s councillor for the Environment, Biosphere Reserve and Cooperation. ‘From now on, the scientific council of the Biosphere Reserve will be given a greater role to carry out proper management based on objective criteria,’ adds Gornés.

In the area of Territorial Planning, the councillor for the area, Nuria Torrent, explains that the duplicity of habitability certificates of first occupation, which was one of the axes on which the department was also working, has been eliminated. ‘It benefits the citizen because there were two duplicated procedures that were wasting citizens’ time”, explains the Councillor for Territorial and Tourism Planning of Menorca, Nuria Torrent. Furthermore, the councillor believes that the decree aims to regularise homes that are mostly first homes, helping to provide housing stability for citizens. ‘And it is proposed to do so while also improving the environment, given that a series of respectful measures will be required in terms of water management, energy efficiency and light pollution,’ Torrent reflects. ‘Under no circumstances will new buildings be built in rural areas, but rather a solution will be found to existing cases of already-prescribed infractions, which for years have represented a social and environmental problem,’ concludes the councillor for Territorial Planning and Tourism of Menorca.
