Both entities join forces to improve safety in the island’s ports

Ports de les Illes Balears (PortsIB) and the Consell Insular de Menorca have signed a collaboration agreement to reinforce fire prevention, extinguishing, rescue and civil protection in the, directly and indirectly, managed ports of the island of Menorca. This agreement aims to coordinate and optimise the provision of services in emergencies. It covers the maritime areas of the ports of Ciutadella, Port Exterior de Ciutadella, Port de Fornells, Club Nàutic de Fornells and the Port of Addaia. It also includes other maritime areas of Menorca under the management of PortsIB.

PortsIB and the Consell Insular de Menorca sign a collaboration agreement for fire prevention, fire extinction, rescue and civil protection

The agreement establishes a technical collaboration between the Consell Insular de Menorca, through the Fire Prevention, Extinction and Rescue Service (SPEI), and Ports de les Illes Balears, to raise safety levels in these ports. The SPEI will provide a specialised service in fire prevention and extinguishing, civil protection, emergency control and rescue at risk, with attention to all emergencies that may arise in these port facilities. Among its functions, the SPEI will also be in charge of rescue operations, analysis of accidents and participation in drills, ensuring a comprehensive and effective intervention in emergencies.

The Consell Insular will be responsible for maintaining the material resources necessary for these operations. In this sense, the experience of the SPEI firefighters will be used to train Ports IB workers, enabling them to carry out initial firefighting operations while the professionals arrive. This approach aims to strengthen the immediate response capacity and improve overall safety in the island’s ports.

The funding for developing this agreement will be provided by Ports de les Illes Balears, which will allocate up to 25,000 euros for purchasing various consumable materials necessary for emergency actions, depending on the needs identified by the monitoring committee of the agreement. In addition, an amount of 11,000 euros per year will be allocated, which will be increased by 1,000 euros each year until the end of the agreement. This amount will be used for the provision, maintenance and availability of the services, as well as for the purchase of specific equipment and a training programme for SPEI staff.

The scope of this agreement extends to both land and water areas included in the ports managed by PortsIB in Menorca. The agreement will be in force for four years, starting in September 2024, with the possibility of being automatically extended for annual periods, unless either of the parties gives at least six months’ notice of termination. To ensure compliance with and proper implementation of the agreement, a joint monitoring committee will be set up, comprising three representatives of the Consell Insular de Menorca and three representatives of Ports de les Illes Balears. This commission will be in charge of coordinating actions, approving the proposal for the acquisition of material, managing staff training, resolving doubts and discrepancies, as well as supervising that the established objectives are met throughout the term of the agreement.In addition, this committee will have the power to issue reports and propose improvement measures based on the development of the agreement.This agreement represents a significant step forward in the improvement of emergency management and port security in Menorca, guaranteeing greater coordination and response capacity in the event of any incident that could put the integrity of people and property at risk in the island’s ports.
