A course on citizen participation in the administration began today and another on citizen charters as instruments of quality will begin next week.

The Government of the Balearic Islands, through the Balearic School of Public Administration (EBAP) and at the initiative of the Directorate General for Coordination and Transparency, has organised two training proposals to train its staff in the development of a more open, participatory administration adapted to citizens’ needs.

Thus, between today, 16 October, and 20 November, technical staff from the Directorate above General will give a 28-hour course entirely online on citizen participation, considered one of the fundamental pillars of open government. Entitled ‘Citizen participation, an essential tool for public management’, the training is an adaptation to the Balearic Islands of the one developed by the Entretantos Foundation for the Government of Navarre’s Citizen Attention and Participation Service.

During the course, the importance of participation as a tool in the planning and management of public policies will be conveyed. It will also address the regulatory obligation of the administrations to incorporate social participation mechanisms, as well as the benefits and opportunities presented by participation as a working method. Twenty CAIB civil servants from groups A1 and A2 have registered for this first edition: 15 from Mallorca, 4 from Ibiza and 1 from Menorca.

On the other hand, from 23 to 25 October, the EBAP facilities will host a 10-hour course on drawing up citizens’ charters, also given by technical staff from the Directorate General for Coordination and Transparency. Citizen charters are quality commitments adopted by the Administration of the Autonomous Community and its dependent bodies on certain public services and which require prior internal reflection on the state of the service and the possibilities for improvement. Twenty students from various functional groups, all of them from Mallorca, will take part in this course.

These training courses are in addition to the other training initiatives already carried out this year, such as the course on the concept of Open Government held last June and the six training sessions on a new application to improve the visibility and use of data from the Transparency Portal, all of which were given by the Directorate General’s technical staff.

With these actions, the Government of the Balearic Islands reaffirms its commitment to promote a more transparent, efficient and participatory administration at the service of citizens.
