The Ministry of the Presidency, Public Function and Equality has sent the Government of Spain a letter with the recommendations and suggestions of different ministries of the Government for the draft bill on animal welfare, in response to the request of the Ministry of Social Rights and Agenda 2030 for the autonomous communities to make their contributions to enrich the law.

In this way, the Government of the Balearic Islands has asked the State to respect the different competencies that are managed by the autonomous community, such as the case of pets, agriculture and livestock, environmental protection and ecology and animal health, and that the state law does not regulate any aspect that does not fall within its competence.
Specifically, the Govern considers it advisable for the Spanish Government to review the content of the draft bill, currently on public exhibition, in order to adapt it to the exclusive competencies of the State and to avoid provisions that are detrimental to the exclusive and shared competences of the autonomous communities.
In fact, the autonomous executive demands that the regulation should be a general framework for actions in the exercise of its own competencies so that, once approved, the autonomous communities can extend and improve it through their own regulations.
In short, the Govern is committed to continuing to defend the autonomous competencies in the field of animal welfare, collaborating with the Spanish Government in all that is necessary, based on dialogue, respect and institutional loyalty, to guarantee the welfare and rights of animals in all areas.
