A third line of the PITEIB has been approved with 4 million euros for shared mobility.

-These aids will promote the development of shared vehicle systems with electric vehicles.

-They fall within the framework of the Recovery, Transformation and Resilience Plan, financed by the European Union.

The Consell de Govern has approved the public call for subsidies for the promotion of the implementation of car-sharing systems for an amount of 4 million euros and which is part of the actions envisaged in the Investment Plan for the Energy Transition of the Balearic Islands (PITEIB). The call for applications will open on 7 November.

The Investment Plan for the Energy Transition of the Balearic Islands is part of the Recovery, Transformation and Resilience Plan, financed by the European Union (Next Generation EU) and in which six action programmes are established; specifically, in programme 5, “Distributed and socially just renewable generation and storage”, action line P3.L1, on new electric mobility, is established. The total budget for programme 3 is 70 million euros, and 4 million euros are to be allocated to this public call for proposals approved by the Consell de Govern.

The aim of the call is to promote the development of car-sharing systems with electric vehicles. In the Balearic Islands, where statistics show that there is more than one vehicle per inhabitant, the Government considers that the development of car-sharing systems is a commitment to the future. Therefore, with this new call for applications, aimed at the implementation of car-sharing systems, the aim is to give a boost to shared mobility with electric vehicles and, therefore, to reduce CO? emissions, in order to move towards more sustainable mobility.

Small, medium-sized and large companies, as well as non-profit organisations and legally, constituted business associations that carry out their activities in the territory of the autonomous community of the Balearic Islands may be beneficiaries of this aid. In addition, autonomous bodies, public business entities, public trading companies, public sector foundations and consortia that carry out their activities in the territory of the Autonomous Community of the Balearic Islands may also be beneficiaries.
On the other hand, island councils, town councils and minor local entities of the autonomous community of the Balearic Islands and universities, research centres and technology centres based in the territory of the Balearic Islands are also eligible for aid.

This call for proposals has 3 eligible incentive programmes:

  • Incentive programme 1: implementation of car-sharing systems operating in a single municipality in the Balearic Islands.
  • Incentive programme 2: implementation of car-sharing systems that operate in more than one municipality in the Balearic Islands.
  • Incentive programme 3: drafting of specifications. Contracting of technical assistance for the drafting of specifications so that public administrations can tender for concessions or permits for car-sharing activities within their municipality.

It should be remembered that Law 10/2019, of 22 February, on climate change and energy transition, in article 60, establishes that public administrations have to promote sustainable mobility and, in particular, have to promote, among others, electric mobility and the replacement or conversion of vehicles for others with lower associated emissions, as well as vehicle sharing systems.
