This line of financing aid has been agreed upon by the Ministry of Agriculture, Fisheries and Food (MAPA) with the Official Credit Institute (ICO) and the Sociedad Anónima Estatal de Caución Agraria (SAECA). The credits for which the subsidies are requested total 105 million euros.

This line of aid for access to ICO-MAPA-SAECA financing is one of the urgent support measures for the agricultural sector, agri-food SMEs and operators in the fishing and aquaculture sector implemented by the Government in order to alleviate the increase in production costs resulting from the economic situation due to the war in Ukraine and as a result of the drought, and is included in Royal Decree-Law 4/2022, of 15 March.

The subsidies were announced on 19 May 2022, for a total amount of 10 million euros, which was subsequently extended to 20 million euros in Royal Decree-Law 11/2022, of 25 June, extending the extraordinary urgent measures. With this extension, the deadline for submitting applications for this line is extended to May 2023.

The aid under the ICO-MAPA-SAECA line consists, for agricultural holdings, of a 7 % rebate on the principal of the loans, with a maximum amount of EUR 10 000 per beneficiary. In the case of livestock farms and fishery and aquaculture operators, the subsidy is 10 %. Loans of up to EUR 100,000 are financed, with a repayment period of up to 15 years, with grace periods of up to 3 years, depending on the duration of the loan. The total eligible credit is estimated at EUR 220 million, for a total of around 5,500 beneficiaries.

SAECA guarantees
In addition, Royal Decree-Law 4/2022 of 15 March provides for aid to finance the cost of SAECA guarantees for agricultural holdings, with a total budget, after the extension provided for in Royal Decree-Law 11/2022 of 25 June, of EUR 4,734,380. This amount would allow a maximum eligible credit of 105 million euros for 2,600 beneficiaries.

The Official State Gazette (BOE) published last Friday, 7 October, a new call for these subsidies for 2 million euros, bringing the total budget for this line to 6.73 million euros.

The financial institutions that have signed agreements and through which the line can be accessed are available on the map’s website.
