The Consell de Govern has authorised the director general of the Health Service to process the framework agreement that will lead to the contracting of the supply of dressings and other products for skin and wound care, destined for the health centres dependent on the Health Service of the Balearic Islands.

The maximum estimated value foreseen is 15,935,226.52 €, which includes the maximum expenditure price of 3,983,806.63 €, for the twelve months following the formalisation of the contract, and a possible extension of up to thirty-six months for the amount of 11,951,419.89 € (all amounts are exclusive of VAT).

Dressings are a medical device used to prevent, cover, protect and heal a wound. Their function is to act as a barrier to infection, absorb exudate, allow adequate blood circulation and optimise the healing process. This can be done passively by absorbing exudate or actively by modifying the wound bed and intervening in the healing process.

The experience of global stock-outs of some materials makes it advisable to process a procurement dossier under the closed multiple framework agreement modality, so that there can be several successful bidders to avoid, as far as possible, stock-outs. It is therefore of the utmost importance to have different suppliers available to cover the necessary technical specifications at the same time as the usual supply.

It is therefore necessary to initiate a new procedure to contract this supply using a framework agreement, by article 219 of Law 9/2017 of 8 November on public sector contracts.
