The Ministry of Transport and Sustainable Mobility has activated the 2024-2025 winter maintenance campaign, with 1,487 snowploughs, 253,265 tonnes of snow melt and some 3,600 workers to maintain the State Road Network in the best possible conditions for traffic and safety in the event of snowfall.
The campaign is active between November 2024 and April 2025 and has a budget of 67.7 million euros. The objective is to maintain the State Road Network roads in the best possible conditions of comfort, safety and fluidity during the winter season, when they are affected by snow or ice problems, by the Service Levels established for each of the sections of the network.

Transport prepares 1,487 snow ploughs and 253,265 tonnes of snowmelt to maintain roads in the event of snowfall
The available resources, which will be put into operation in the event of adverse weather conditions, are made up of:
- 1,487 snow ploughs, driven by experienced personnel.
- 253,265 tonnes of flux (mainly salt), distributed in 334 warehouses and 597 silos.
- 405 brine tanks with a capacity of almost 20 million litres.
Approximately 3,600 people are expected to be involved in the campaign, including staff from Mitma and the road maintenance and operation companies. The investment earmarked for the campaign amounts to 67.7 million euros.
Types of treatment
As part of winter road maintenance operations, preventive and curative treatments are planned to be carried out in situations of low temperatures and the event of snowfall on roads affected by these phenomena.
The main objectives are to prevent the formation of ice slabs on roads when frost is expected, to inform road users of any incidents sufficiently in advance and, in the event of snowfall, to remove snow to minimise the disruption to traffic as a consequence.
All road sections of the state network have been assigned a Level of Service, with priority attention being given to motorways and dual carriageways, as well as those roads with the highest Traffic Intensity (IMD) and those which serve as access to provincial capitals and towns with more than 20,000 inhabitants.
