Citizen participation will help define strategies for the implementation of interoperability between the different existing operators.

The data will also help to expand the current network based on public and private needs.

The Balearic Energy Institute (IBE), a public company attached to the Ministry of Enterprise, Employment and Energy, will consult users of the electric mobility network of the Balearic Islands (MELIB) to find out their opinion on the needs and challenges of the system, on the occasion of the implementation of new features in the public electric vehicle charging network.

Citizen participation will make it possible to define strategies for the implementation of interoperability between the different existing operators in order to facilitate, simplify and unify the charging system; to expand the current network based on public and private needs, as well as to coordinate with the island councils, town councils and private sector agents to enable the growth of the points, taking into account the needs of users.

Through interoperability, any point can be integrated into the MELIB, even if it is managed by another operator. There is currently an interoperability agreement with the Port Authority’s network and its equipment is already visible from the IBE website. Contacts have also been established with the main operators in the Balearic Islands so that their charging infrastructures can be interoperable and visible from the public energy company’s application.

It should be noted that, although the current regulations already establish criteria for the installation of both public and private charging points, the monitoring of these measures, and especially the data on usability by users, is essential to improve the growth of the current network.

Strategic plan and targets

This initiative is part of an IBE strategic plan that is well advanced in its first phase. In this regard, the new contract for the maintenance and improvement of existing recharging points came into force on 1 November for a total of 1,000,000 euros, spread over two years.

With this action, the Institute plans to replace 50 stations throughout the territory, which means 100 electric vehicle charging points, between 2024 (16 stations in Mallorca and 4 in Menorca) and 2025 (22 stations in Mallorca, 3 in Menorca and 5 in Eivissa). In addition, corrective and preventive maintenance is planned to ensure greater availability of the recharging points integrated into the network.

In the context of this service, the town councils can carry out the maintenance of their installations by their own means or join the IBE contract in two modalities: basic or full risk, for an amount of 320 euros and 700 euros per year respectively.

On the other hand, the new MELIB network application has been launched, which has more than 40,000 users, of which 20,000 are active. It should be noted that many consumers are tourists who register and use the application only during their holidays.

This software allows, among other things, to know the availability in a network of recharging points, which indicates the percentage of equipment that is operational at all times. According to the data obtained, the availability rate of the MELIB is around 70 %. This information makes it possible to design the necessary public policies to achieve an availability rate of 90%, which is more in line with industry standards.
