The Government of the Balearic Islands, through the Directorate General of Mobility, has initiated the process for the awarding of 75 new authorisations for the temporary rental of vehicles with driver (VTC) on the island and in Mallorca for the summer seasons of 2025 and 2026.
The resolution that will allow the regulation of the granting of these authorisations has been reported favourably this Friday by the Consell Balear de Transports, formed by the Government, other public administrations, and business and social agents of the sector.

The Government of the Balearic Islands begins the process for the awarding of 75 temporary VTC licences for 2025 and 2026
Once the resolution has been published, applications will be received and, according to the award criteria, 75 temporary licences will be granted, the same number as this year 2024. The aim is that they can start their service from 1 May 2025.
Once the resolution has been published, applicants will have three weeks to provide the required documentation and, if this is not provided, the authorisation will go to the next on the list.
It should be recalled that the temporary authorisations allow operation during the high season (between 1 May and 31 October), and this call will be for the 2025 and 2026 seasons. Once the service has started, from 1 May, if it is not provided for 15 consecutive days, the call for applications establishes that the temporary authorisation will be lost and the next on the list will take over.
The regulation of the granting of temporary VTC authorisations of an insular nature on the island of Mallorca was established by decree in 2019 and 25 temporary authorisations were granted in 2019; another 50 in 2023; and 75 this year 2024. For 2025 and 2026, 75 will also be granted.
Modification of Decree 46/2019 on scoring criteria
On the other hand, the Consell de Govern has approved this Friday the decree for the modification of the aforementioned Decree 46/2019, of 7 June, which establishes the authorisations for the rental of vehicles with drivers of insular scope and temporary character on the island of Mallorca.
The draft Decree was already reported favourably by the previous Balearic Council of Transport at the end of last September and, among other points, introduces more scoring criteria, with maximum score for electric vehicles, promoting electric mobility, and other criteria of environmental sustainability and protection of the territory.
It also provides for limiting the number of applications for this type of authorisation to a single company or individual, so that those who have three or more ordinary authorisations may apply for a maximum of three temporary authorisations.
With the aim of guaranteeing the rights of access to public transport for people with disabilities, it is included that as of 1 January 2025, the new vehicles that the holders of 10 or more authorisations for vehicles with driver must incorporate must be adapted vehicles until they have a minimum of one adapted vehicle for every 10 vehicles that they make available to the public. This requirement applies to both ordinary VTC authorisations and new temporary VTC authorisations in Mallorca.
On the other hand, it also incorporates measures already established in the modification of Law 1/2024, approved and agreed between the different political groups at the beginning of this year in the Parliament, such as, among others, those that determine that temporary VTC authorisations may be for up to four years and that they will not be transferable.
