Joan Benejam joins as island director of General Services, while Juana Mari Pons will take over as island director of Tourism Promotion and European Funds.

The organisation chart of the Consell Insular is being restructured to reinforce government action. In this way, new profiles have been incorporated in key areas:

Joan Benejam Escanellas will be in charge of the insular direction of General Services, responsible, among others, for managing the Budget Office and human resources, contracting, legal services, occupational risk prevention, the Citizen Attention Service (SAC), SILME, technical services and maintenance.

The Consell Insular government restructures to strengthen management in key areas

It is, therefore, a transversal and very important area for the daily management of the Consell. One of the future tasks of this department is to implement a professional career in Consell Insular, as well as the implementation of new computer tools and the streamlining of new recruitment processes.

Benejam Escanellas (Ciutadella, 1976) has completed a Postgraduate Degree in Financial Management (2008) at IDEC – Universitat Pompeu Fabra, as well as Administration and Financial Management at the University of Barcelona. He has worked in financial management and has lectured in different Masters and Marketing courses at the University of Barcelona. Between 2023 and 2024 he was the councillor of Finance in Ciutadella Town Council.

On the other hand, it is necessary to reinforce the functioning of the Fundación Fomento de Turismo de Menorca and to make a firm commitment to sustainable tourism. For this reason, Begoña Mercadal will occupy the position of director of the FFTM, which has been vacant until now. Her incorporation reaffirms the Consell Insular’s commitment to tourism sustainability, and all the factors that this entails. For example, continuing to make progress in connectivity, especially in the low season, as well as the generation of differentiated products, the lengthening of the season, the management of monuments and tourist offices.

Given Mercadal’s incorporation into the FFTM, Juana María Pons Torres will take charge of the insular direction of Tourism Promotion and European Funds. This is also a strategic area for tourism sustainability and also has the objective of advancing in the management of investments from the European Union so that the deadlines are met and important projects are carried out for Menorca, such as the reconversion of Illa Plana, the purchase of the aeroclub, or the reform of s’Enclusa.

This area has the great challenge of executing a large amount of European funds with increasing urgency in order to meet the deadlines. Project management will be very important, such as s’Enclusa, the Aeroclub and the Illa Plana.

Pons Torres (Ciutadella, 1979) has managed a family restaurant business for 20 years and since 2011 has been a councillor on the Ciutadella Town Council, where she was mayor from 2023 to 2024. In the associative field, she has held the position of president of the Plataforma de Progreso para Menorca and president of the Association of Bars and Restaurants of the Port of Ciutadella.

The changes will become effective in the next few days, with the corresponding publication of the appointments in the Official Bulletin of the Balearic Islands. The president of the Consell is grateful for the effort and work carried out by Joan Reyes, until now the island’s director of General Services, who is leaving the post.
