The agreement gives continuity to the total subsidy for users with an Intermodal Card
The government defends the fact that state aid should be adapted to the real cost of free travel
The Consell de Govern has formalised the extension of the free travel on regional means of transport (train, metro and intercity bus in Mallorca) for 2025, once the royal decree law that provides for state aid to supplement the rebate on the price of season tickets and multi-journey tickets for collective land transport in the Balearic Islands was approved on 23 December, as the Balearic Islands Government had demanded.

The Consell de Govern formalises the extension of free regional public transport for 2025
Using the Consell de Govern’s agreement, the 100% reduction on the price currently in force using the Intermodal Card on the regular TIB bus network, train and metro of Mallorca will continue from the first of January of this year, so that on this case, all prices are zero euros during the year 2025 and free travel is guaranteed for the third consecutive year, as it has been applied during the years 2024 and 2023.
However, the Government of the Balearic Islands argues that the state aid, provided for in Royal Decree Law 9/2024 without setting an amount, must be adapted to cover the real cost of free travel throughout the year. This proposal has been submitted by the Regional Ministry of Housing, Territory and Mobility to the Ministry of Transport and Sustainable Mobility, taking into account that the 43 million euros per year established for the years 2023 and 2024 has been insufficient and that the administrations of the Islands have assumed the bulk of the financing of free travel with their funds.
Regarding regional public transport, in the last twelve months, the Government of the Balearic Islands has assumed 80% of the cost of free public transport (bus, train and metro of Mallorca): a total of 54.3 million, between the subsidies to various groups financed by the Autonomous Community and the deficit in the state contribution in this period. For this reason, the Government demands that the Ministry assume with its contribution the real cost of the corresponding part to complement the free transport in all the Balearic Islands.
The Government of the Balearic Islands, through the Ministry of Housing, Territory and Mobility, has also consulted the Ministry to ensure that state aid is adapted to the real cost of free travel, once Royal Decree Law 9/2024 of 23 December has been published, adopting urgent measures in economic, tax, transport and social security matters, and extending certain measures to deal with situations of social vulnerability, in which the system for direct aid to public collective land transport in the Balearic Islands is provided for.
